The "Implementation Rules for the Technical Review of Electronic Cigarette Products" are formulated to standardize the management of the technical review of electronic cigarette products and protect consumer rights. They are based on the "Tobacco Monopoly Law of the People's Republic of China," the "Regulations for the Implementation of the Tobacco Monopoly Law of the People's Republic of China," and the "Measures for the Administration of Electronic Cigarettes" (State Tobacco Monopoly Administration Announcement No. 1 of 2022), among other laws, regulations, and normative documents. The State Tobacco Monopoly Administration released a draft for public comment on April 26, 2024. The public comment period runs from April 26 to May 9, 2024.

In accordance with the relevant provisions of the "Measures for the Administration of Electronic Cigarettes" (State Tobacco Monopoly Administration Announcement No. 1 of 2022), the State Tobacco Monopoly Administration has revised the "Implementation Rules for the Technical Review of Electronic Cigarette Products," issued on April 15, 2022, based on the current status of electronic cigarette product technical review. The "E-Cigarette Product Technical Review Implementation Rules (Draft for Comment)" and its revision notes are now publicly available for public comment.
